Peter attended Regis College, served 29 years in the military and over 28 years in the Government of Guam. During his military tenure, Peter worked in electronics and within Information Technology. In his career with the Government of Guam, Peter served as the Management Information Systems Administrator for the Judiciary of Guam (JOG) and the IT Manager for the Office of the Attorney General of Guam (OAG).
As part of his duty as the FBI Information Security Officer (ISO) at the Judiciary, he implemented and managed the State sponsored Virtual Computerized Criminal History System (VCCH), the State’s Automated Fingerprint Identification System (AFIS) and managed the National Criminal Information Center (NCIC) for the Federal Bureau of Investigation (FBI). Peter also conducted security audits as the Judiciary's/FBI ISO at various law enforcement agencies to ensure IT and physical/program requirements were in line with the FBI's Criminal Justice Information Service (CJIS) Security Policy. He also had oversight in conducting training to law enforcement points of contacts to adhere to FBI program and security protocols as outlined by the CJIS Security Policy.
During his tenure at OAG, Peter implemented the state sponsored Automated Victim Notification System called Guam VINE. The cloud-base system alerted victims of offender information that relate to their safety and wellbeing such as bail releases, prison escapes, hearing schedules, etc.
Peter managed and provided oversight for Safety Programs while serving in the United States Air Force Reserve. He provided guidance, developed related safety programs for both professional and personal aspects of Air Force personnel and conducted inspections for various squadrons at Anderson Air Force Base Guam.
Peter continues to work in the IT field and has a website (zoilo.org) that provides IT services, security services and property management. His clients range from law offices, consultant firms to dental providers.
Peter is of Chamorro descent and is a proud military veteran. He calls Guam home and served his island and country in the US Navy during Desert Shield and Desert Storm.

Brian San Nicolas is the president of the BSN Consulting Group. He recently completed a consulting term with the Pacific Islands Small Business Development Center Network as an Independent Business Advisor. Prior to this, he taught as an Adjunct Professor with the College of Business & Public Administration (UOG) after serving as a Senior Advisor (Healthcare) to Governor Eddie Calvo during the Calvo-Tenorio Administration. His professional experience includes teaching as an Associate Professor with the Guam Community College, work as a Legal & Regulatory Manager at PacifiCare Health Insurance, Inc. and as a Business Counselor at the Pacific Islands Small Business Development Center Network (UOG). He has also served as a Field Medical Assistant Officer (Medical Service Corps) with the Guam Army National Guard and worked in several telecommunications and media technology companies on Guam and in the San Francisco Bay Area.
Brian graduated from Regis College with a BS in Psychology in 1983. He earned an MA in Human Relations from the University of Oklahoma in 1990 and an MBA in Telecommunications Management from Golden Gate University in 1995. Brian enjoys working in healthcare, education and technology environments, plays guitar in a band and resides with his family on the beautiful island of Guam.
